CPC 6 Local Coordinators meet to discuss implementation of
Midterm Review recommendations
PC 6 Local Coordinators meeting held on November 5-7, 2007 at the Bayview Hotel, Manila
     The objectives of the meeting were: present findings of the survey conducted last year on the capability of the CPC 6 provincial and city TWGs; re-establish the strategic and leadership role of CPC 6 Coordinators in coordinating the Provincial/City Technical Working Groups (P/CTWGs) and the Municipal and Barangay Councils for the Protection of Children; recommend work improvement processes of the TWGs as they relate to their municipal and barangay counterparts, to their national counterparts, to NEDA-Programme Coordination and Monitoring Unit (PCMU) and to UNICEF; identify appropriate coordination and monitoring mechanisms at all implementing levels and agree to adopt the same as alternative to the area focal officer system; be oriented on the thrusts and priorities of each of the sectoral programmes for the remaining years of CPC 6 and in preparation for the 2008 annual work planning exercise; explain the importance of the various monitoring reports (Activity Implementation Report, Quarterly and Annual Programme Implementation Reports) and the process of completing them; reinforce understanding of how barangay action planning will be done and the need for accurate data collection processes; complete the Integrated Monitoring, Evaluation and Research Plan (IMERP) and the intersectorality matrix; and operationalize the Harmonized Approach to Cash Transfer, the Direct Cash Transfer and Supply Monitoring.

           The local programme partners also underwent a User Acceptance Test (UAT) of the Web-Based Management Information System (MIS) developed by Soluziona Philippines. Dubbed the electronic Planning and Monitoring of Programmes for Children (ePMPC), the Web-Based MIS seeks to facilitate planning, monitoring and financial transactions of the UNICEF-Assisted CPC 6 in its initial years of implementation and to be used for all government-implemented programmes and projects for children in the long term.

           The back-to-back Coordinators’ Meeting and UAT were conducted from 6 to 8 November 2007 at the Bayview Park Hotel in Manila.

           Among the major changes expected to be implemented in the next two years of CPC 6 are: massive re-launching of the Child-Friendly Movement in the context of the Convention on the Rights of the Child; establishment of a CFM child rights watch system at all levels of government; broadening of the concept of disparity identification as a targeting tool and focusing device for programmatic and legislative action, research agenda and social policy formulation; forging of a “social contract” with the “disparity barangays” where the programme shall be periodically monitored to see improvement in agreed indicators; reconstitution of the Local Policy and Institutional Development Section in UNICEF into a Social Policy and Research Unit; and strengthening of the P/CTWGs as delivery points of the programme with stronger technical assistance from UNICEF and the line agencies of government. The local CPC 6 Coordinators in close coordination with NEDA-PCMU shall, henceforth take on some of the responsibilities of the shelved Area Focal Officer system.
