   Oct. 4, 1976
Letter of Instruction # 470 was signed by the late President Ferdinand E. Marcos directing the organization of the Cabinet Level Committee on Economic Matters pertaining to ASEAN which was called the Committee on ASEAN Economic Cooperation (CAEC).  
       
   Nov. 24, 1986 Administrative Order # 7 was signed by then former President Corazon Aquino replacing the CAEC and organizing the Cabinet-level Philippine Council on ASEAN Cooperation with two Technical Boards, Technical Board for Economic Cooperation and the Technical Board for Functional Cooperation.

   July 12, 1994 Administrative Order # 136 was signed by former President Fidel V. Ramos supersending A.O. #7, A.O. #36 renamed the PCAC to the Philippine Council on ASEAN and APEC Cooperation (PCAAC) expanding its coverage to include APEC and EARC concerns.  
       
   Oct. 1, 1996 A memorandum from DFA Secretary Domingo Siazon, Chairman of the PCAAC Cabinet Committee was issued requesting that the ASEM (Asia-Europe Meeting) matters be included in the workload of the PCAAC.
