SOCIAL DEVELOPMENT COMMITTEE (SDC) Resolution No. 1 (Series of 2003)

EXPANDING THE FUNCTIONS AND COMPOSITION OF THE MULTISECTORAL COMMITTEE ON INTERNATIONAL HUMAN DEVELOPMENT COMMITMENTS (MC-IHDC), AMENDING SDC RESOLUTION NO. 1 SERIES OF 1996

 

WHEREAS, in September 2000, heads of State and Government gathered at the United Nations Headquarters in New York to affirm commitment towards reducing poverty and the worst forms of human deprivation by adopting the Millennium Declaration which embodies specific targets and milestones in eliminating extreme poverty worldwide;

 WHEREAS, world leaders agreed to set specific, quantified and monitorable goals by 2015 called the Millennium Development Goals (MDGs) which include the following: eradication of extreme poverty and hunger, access to safe drinking water, achieve universal primary education, gender equality, reversal of spread of major diseases, environmental sustainability, reduction of child and maternal mortality and forging of global partnership for development;

 WHEREAS, the MDGs affirm and reinforce the agreements on other goals and targets reached at the global conferences of the 1990’s such as the 1995 World Summit for Social Development, among others;

 WHEREAS, the government is fully committed to achieve the MDGs and to adopt appropriate measures and mechanisms for implementing and monitoring the progress and outcome of the MDGs in addition to other international human development conferences with participation of the various sectors concerned;

 WHEREAS, the Social Development Committee approved SDC Resolution No. 1 Series of 1996 entitled “Expanding the Functions and Composition of the World Summit for Social Development Multisectoral Committee, Amending SDC Resolution No. 1 Series of 1995”;

 WHEREAS, there is a need to integrate and mainstream the MDGs into all aspects and functions of the Multisectoral Committee on International Human Development Commitments (MC-IHDC) of the NEDA-Board Social Development Committee which monitors, reviews and evaluates Philippine compliance to international human development commitments;

 NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Chairperson and members of the NEDA Board’s Social Development Committee-Cabinet Level, to approve the expansion of the functions and composition of the Multisectoral Committee on International Human Development Commitments (MC-IHDC) (Annex A contains the specific functions and composition of the Committee).  The Multisectoral Committee shall monitor, review and evaluate the Philippine compliance to international human development commitments to include, among others, the Millennium Declaration (Millennium Development Goals), Cairo Programme of Action, Copenhagen Declaration and Programme of Action, Beijing Platform for Action, and Istanbul Declaration on Human Settlements and HABITAT Agenda.

 RESOLVED FURTHER, that the Regional Social Development Committees under the Regional Development Councils and the Local Development Councils shall be utilized for the same purpose at the local level.
