Definition of Terms
EMPLOYMENT
Labor Force - population 15 years old and over who contribute to the production of goods and services in the country and are either employed or unemployed.
Underemployment rate - proportion of employed persons who expressed desire to have additional hours of work in their present job or in an additional job or to have a new job with longer working hours.
Unemployment rate - proportion of persons in the labor force who did not work or had no job/business during the reference week and were reportedly looking for work.
EDUCATION
Basic Education - encompasses pre-school, elementary and secondary education and basic non-formal/informal learning programs which focus on functional literacy, livelihood-oriented training, and citizenship/values inculcation for adults and out-of-school youths.
Completion Rate - percentage of cohort of pupils/students representing the successful completion of a cycle from the first grade/year until the duration of the level of education concerned.
Dropout Rate (or school leavers rate) - proportion of pupils/students who leave school during the school year as well as those who complete the grade/year level but fail to enroll in the next grade/year level the following school year to the total number of pupils/students enrolled during the previous school year. This measure is computed for every grade/year level except for Grade I of the elementary level and First Year of the secondary level.
Functional Literacy - ability to read and write with comprehension as well as make simple arithmetical calculations (numeracy) in an expanded sense; possession of minimal skills needed to carry out simple functions in life and to interact with others in society.
Participation Rate (or net enrolment ratio) - this refers to the ratio between the enrolment in the school-age range to the total population of that age range.

/1 Starting 90-91, a new methodology in computing participation rate was adopted utilizing the 1990 Census of Pop. And Household data of in-school attendance by age.
/2 The increase in the participation rates could be attributed to the following measures undertaken by DECS: 1) Reduction of classroom backlogs and teacher shortage; 2) Reduction of incomplete elementary schools thru the provision of additional classrooms and teachers, and creation of multigrade classes in appropriate areas; 3) Reduction in the number of rural barangays without elementary schools and the number of municipalities without high schools; and Augmentation of funds for the School Building Program from the private sector and Official Development Assistance (ODA).

HEALTH
Infant Mortality Rate - the number of deaths among children below one year old per 1,000 livebirths at a specified period of time. IMR is used as a general indicator of the nutritional and health status of the population.
Maternal Mortality Rate - most commonly used indicator of maternal death which measures the incidence of women's deaths resulting from complications of pregnancy and childbirth in a given population.
Life Expectancy - the average number of years of life remaining to persons of a given age on the basis of current age-specific mortality rates.
Life Expectancy at Birth - the average number of years a new born person is expected to live given the mortality condition at time of birth.
Morbidity - the measurement of incidence of disease in a given population. Morbidity rates measure the frequency (incidence and prevalence), duration and severity of cases of illness in a given population.

POPULATION
Total Fertility Rate - the average number of children a woman would bear during her lifetime given current age-specific fertility rates.
Crude Birth Rate - the annual number of live births in a given population divided by the mid-year population and expressed per 1,000 population.
Crude Death Rate - the annual number of deaths in a given population divided by the mid-year population and expressed per 1,000 population.
Contraceptive Prevalence Rate - the proportion of currently married women using some method of family planning at the survey date.
Maternal Mortality Rate - most commonly used indicator of maternal death which measures the incidence of women's death resulting from complications of pregnancy and childbirth in a given population.
Life Expectancy at Birth - the average number of years a new born person is expected to live given the mortality condition at time of birth.
