Given that most leaders/politicians use national development plans, close coordination with politicians should be done. Specifically, linkages should be identified and strengthened.
SOMIS is a useful tool because it will facilitate NGOs job on monitoring government efforts.
This will be discussed in the next topic. |

Not necessarily annual generation of data for all indicators but annual assessment of performance. We may need only proxy indicators.
There is a need to know how data are utilized at the national and local levels. There is also a need to strengthen efforts on local level data generation and monitoring. Monitoring should also include what policies are influenced, and how it influences investment programming within agencies.
Data should also be related with programs and projects and their achievements
Data can be generated from reporting of programs and projects
Data should be disaggregated to determine equity, especially on gender. However, disaggregation should not be confusing to policy makers (i.e., those that will create various interpretations) and possible areas of overlaps should be eliminated.
Indicators for human rights should be discussed in the coming workshop; new indicators used in the plan may be considered.
NEDA could be the focal pt., but individual agencies will be the lead for specific sectors, e.g., DOLE for employment. For devolved agencies, local level monitoring should be promoted and advocated.
There are existing community-based indicator system, e.g., Minimum Basic Needs-Community Based Information System (MBN-CBIS) which should be closely linked at the national level.
