Sources of Data/Notes:
/1 Starting 90-91, a new methodology in computing participation rate was adopted utilizing the 1990 Census of Pop. And Household data of in-school attendance by age.
/2 The increase in the participation rates could be attributed to the following measures undertaken by DECS:  1)  Reduction of classroom backlogs and teacher shortage;  2)  Reduction of incomplete elementary schools
/3 FLEMMS -  Functional Literacy, and Exposure to Mass Media Survey.  FY 1999 FLEMMS was not conducted due to budgetary constraint.
/4 Target Performance rate (1999-2004) was set before the result of 1997 actual performance rate is available.
/5 Net Teacher to Pupil Ratio.
