National Economic and Development Authority (NEDA) Director-General Romulo L. Neri (right) and Spanish Vice-Minister and State Secretary for International Cooperation of the Ministry of Foreign Affairs and Cooperation, Madame Leire Pajin Iraola recently signed a Memorandum of Agreement (MOA) for an agricultural project in Bicol at the Jose Rizal Eye Referral Center, Philippine General Hospital, Manila. Dubbed the Agriculture, Social Support and Environment Facilities (ASSEF) Program, the agreement aims to increase agricultural productivity and improve the social and environmental condition of the municipalities of the Bicol region.
