Regional Director Oskar D. Balbastro (left) of the National Economic and Development Authority (NEDA) Region IV-B challenges participants to the 3rd Provincial Out of Town Congress, Marinduque Provincial Chapter, held recently at Days Inn Suites in Subic, to strive for self-sufficiency in palay because this will help solve the country’s poverty problem. Balbastro, in presenting the 2004-2010 Medium-Term Philippine Development Plan, also urged the barangay leaders to support agricultural extension services as well as promote and support micro, small and medium enterprises. He also urged them to make use of resources available in their respective localities.
