subsidiary arrangement for Philippines-Australia Community Assistance
Program (PACAP) that will take place for five years. Witnessing the ceremony

Rolando G. Tungpalan, new PACAP Director David Swete Kelly and Australian
Embassy First Secretary for Development Cooperation Paul O'Neill. The
government of Australia recently pledged to continue its support to the
Medium-Term Philippine Development Plan (MTPDP), 2005-2010, which aims
to reduce poverty by half by 2010.
