CULTURE OF DISCIPLINE: A NEW APPROACH TO PENOLOGY AT THE CEBU PROVINCIAL DETENTION AND REHABILITATION CENTER (CPDRC)
In 2003, former Governor Pablo Garcia began to address the conditions and issues inside the old provincial jail. The old provincial jail was located in the middle of a slum area. Jail breaks and smuggling were frequent. As the number of inmates grew, prison cells became congested.
Former Governor Pablo Garcia proposed the construction of a new jail in an area at the hillsides of Barangay Kalunasan, Cebu City, where the provincial government owned a tract of land. The transfer of the provincial jail to this new site freed the old jail site, which soon became a prime land at the central district of Cebu City. The new site, on the other hand, is an agricultural area neither suited for farming nor housing because of its topography.

CEBU BIZWOMAN MELANIE NG FINDS RIGHT BUSINESS MIX
Working in two different industries, sitting as a board of trustees in two organizations and being a wife and mother may seem too much for a woman in her 40s.but not for Melanie Ng, executive vice president (EVP) of Ng Khai Development Corp. and general manager of Premium Concepts International, Inc.“If it's hard to work things out, I beg off. I choose the activities or the causes which I feel very strongly about,” Melanie said on how she manages her time among her different “job titles.”Melanie sits as executive committee member of the Philippine Business for Social Progress-Visayas and as board treasurer of Cebu Chamber of Commerce and Industry (CCCI). An addition to her titles, Melanie is also the wife of Wilson Ng, a two-time Ernst and Young Entrepreneur of the Year awardee. Melanie handles the daily operations of Ng Khai, while serving as the “creative shopper” of Premium Concepts.

CEBU EDUCATIONAL DEVELOPMENT FOUNDATION FOR INFORMATION TECHNOLOGY
The Cebu Educational Development Foundation for Information Technology or CEDF-IT is a consortium of industry, academe, government and NGOs. It seeks to increase the quantity and improve the quality of professionals in the Information and Communications Technology (ICT) and IT-enabled services industry through proactive intervention in the Human Resource development sector. CEDF-IT was established during the first Cebu IT Summit held in March 29 to 30, 2001. In that summit, participating IT stakeholders including NEDA 7, signed a Memorandum of Agreement (MOA) to signal their resolve to work together to help increase the quantity and improve the quality of Cebu's ICT workforce, as a critical and necessary condition for Cebu to become an honest-to-goodness ICT and IT-Enabled Services hub; and a key contributor to the overall development of the Philippine Cyber-services Corridor.

CORN BASED PRODUCT PROCESSING – GAMU, ISABELA
This is an integrated project which involves the enhancement of corn production as a forward linkage to the establishment of a feed mill in order to provide a cheap source of feeds for swine production. The project covers the barangays of Linglingay, Mabini, Barcolan, Pintora and Rizal. A program support component includes the provision of livelihood skills trainings, health care facilities, multi-purpose drying pavements, and parcellary mapping.projects committed by the agencies only the proposed Corn Oil Processing and the establishment of a Feed Mill, swine production and marketing were not realized despite the completion of the Feasibility Study through the assistance extended by the Department of Trade and Industry.

TILAPIA PRODUCTION AND PROCESSING – RAMON, ISABELA
The project involves the production of tilapia in fish cages and fish ponds and processing of tilapia in 7 barangays in Ramon, Isabela which are located near the Magat Dam namely: General Aguinaldo, Ambatali, Burgos, Planas, San Miguel, Oscariz and Villa Beltran.Other support services included the organization of Women’s Group, trainings on tilapia processing, capital assistance for livelihood projects, concreting of barangay roads, and environmental protection programs. From among the projects committed by the Agencies, only the proposed installation of additional feed mill facilities was not realized due to lack of private investors.
