4th Quarter Accomplishment Report
October-December 2002
The last quarter of 2002 marked the completion of five project studies financed through the first tranche of the PDMF, or the Minimum Allocable Fund (MAF), and the approval of 12 new project studies under the Lump Sum Fund (LSF). The agreement between NEDA and ARMM was likewise finalized this quarter.

Accomplishments and Status of Project Studies under MAF

Master plans, feasibility studies and capacity building programs in Regions IV-A, V, VI, X and XIII were completed during the period, namely:

(a) REINA Master Planning and Project Pre-Feasibility Preparation (Reg. IV-A)
(b) Pre-FS on Baao Upland Resources Development Project (Reg.V)
(c) FS on Integrated Livelihood for Marginalized Fisherfolks in Tangalan, Aklan (Reg. VI)
(d) FS on the Municipal Waterworks Project (Reg. X)
(e) Cluster Capability Program on Project Development for 4th to 6th Class Municipalities in Surigao del Norte (Reg. XIII)

This brings to 22 (48%) the number of projects completed so far. NRO X became the third PDMF regional administrator to complete all projects financed through the MAF, after NROs III and VIII. In Region XII, activities started rolling for the FS preparation on water supply systems for four municipalities in Cotabato.

Lump Sum Fund

Before the end of 2002, 12 new proposals were approved under the second trache or the Lump Sum Fund. Thus, there are now a total of 15 project studies funded under the LSF, with a total assistance amounting to P5.340 million.

Preliminary activities started in Regions VI, VIII, and X, while LSF projects in Regions II, III, and V will commence in 2003.

ARMM-PDMF

A Memorandum of Agreement between NEDA and the ARMM-Regional Planning and Development Office was signed on 28 November 2002. Under the agreement, P1.246 million will be provided to ARMM through the Regional Planning and Development Office. This consists of P1.097 million assistance for LGUs and P149 thousand administration cost.

ARMM-RPDO is currently formulating its guidelines on PDMF utilization and administration.

Fund Utilization

With the approval of new projects under LSF, cost of PDMF assistance nationwide (except ARMM) as of December 2002 amounted to P20.831 million.

In terms of disbursements, 71% (P11.008 M) of MAF has been disbursed to date, P1.697 M of which was utilized during the 4th quarter. Average fund mobilization of NROs was at 51%, slightly higher than the previous quarter's 49%.

For the LSF, actual funds released to NROs as of December 2002 amounted to P1.748 M, or 33% of approved cost of proposals.

Good Practices

Overall, implementation has been smooth due to the sustained participation of the LGUs in all activities and continued coordination among NROs, LGUs and project consultants. Concerns on a few projects were also reported but were deemed manageable.

Prospects for 2003

With all remaining projects in their final stages, the MAF phase of PDMF is expected to end in April 2003. The implementation of the LSF is also expected to intensify next year.

Issues

No major setback was reported during the period, although a significant number of projects (14 out of 22) scheduled for completion this quarter were extended to first quarter of 2003
due to:

  • revisions in draft outputs
  • expansion of scope of work
  • additional information required
  • unavailability of LGU counterpart funds
  • time lag in the exchange of information between the regional proponent and the Manila-based consultant
