Definition of Terms:
1. Poverty Alleviation - the process of bringing the majority of  the people beyond established poverty thresholds through quality basic services that allow families to meet survival, security, and enabling needs.

2. Poverty Line/Threshold - the minimum monthly/yearly income required or the expenditure necessary to satisfy the food threshold and other non-food basic needs (Source: Philippine Poverty Statistics, NSCB)
3. Poverty - sustained inability of a household to meet its minimal set of capabilities for human, physical, intellectual and psychological functioning.
4. Poverty Gap - average income shortfall of the population/families, which needs to be filled to enable the poor to cross the poverty line.  The poverty line, as of 1997, stood at P11, 388 per capita in 1997 prices.
5. Poverty Incidence - proportion of families/population with income below the poverty line; the poverty line, as  of 2000, stood at P11,605.00 per capita in 2000 prices.
Sources of Data:
 /1 FIES (Family Income and Expenditures Survey) - it is conducted to provide data on family income and family living expenditures and related information, to determine the source of income, income distribution, levels of living
 and spending patterns and to provide benchmark information to update weights in the estimation of consumer price index.
/2 CIDSS (Comprehensive and Integrated Delivery of Social Services) - is a program that aims to identify and address the Minimum Basic Needs ( MBN) of local communities with particular focus on the needs of the poorest families within
these communities.  The system was developed to monitor and evaluate the changes in the quality of life of targeted families. Specifically, it serves as basis in the identification of
appropriate interventions to address unmet needs of the targeted poor families.
/3 APIS ( Annual Poverty Indicator Survey) - it was conceptualized to be conducted in the years where there is no FIES in order to respond to the need for monitoring poverty in a more frequent basis through proxy indicators
that are not based on income alone.
